Territorial organization of power: directions of changes

The research touches the legal, fi nancial and organizational aspects of reformation of local self-government and executive power in a territory, forming of their new spatial basis. In the work arguments on behalf of necessity of such changes are expounded, theoretical bases of administrative-territorial system, as well as conditions of creation of administrative-territorial units, in particular fi nancial restrictions, are described. The method of model territorial units and its application for budget and sectoral purposes is proposed. The analysis of practical design of communes and districts is carried out, the criteria of distribution of competences between the state and self-government are given, and also recommendations in relation to practical implementation of these workings are provided.
